Husband does not give allowance, allows mother-in-law to interfere

I am married since 6 years I have 2 year old daughter. I was working in bank from last 9 years. Due to daughter I left my job from 2 years. My in-laws are always moving for journey trips hence I need to leave my job and career. My husband is always support to them only. And fulfilling all there needs. After so many disputs he ready to give monthly money in my account. Many a time he skips money which is agreed and he only use given money for outside trips and other expenses. So from two years he had not given me a single rupees. His salary is more than a lac and he always telling me a reason that he just don't have money. Don't know his disloyalty makes my marraige worst. He don't like to communicate on any matter if I argue he calls his parent or his sister staying near to us to solve the discussion. Finally my anger is increasing day by day without solution. They said keep calm but how and still why?
